Paul Kagame Did Not End the Genocide He Drove It, Fuelled It, Accompanied It, and Built His Power on the Myth That He Stopped It. The central founding myth of Paul Kagame’s political legitimacy is that the RPF ended the 1994 genocide. Western governments repeat it. Rwandan law enforces it.
