Kenya calls for lower roaming rate in EA

IN SUMMARY
Kenya wants a common termination tariff introduced to reduce the cost
of doing business while the two countries want a study conducted to
inform the changes.

Kenya, Uganda and Rwanda are yet to agree onroaming charges and
capping of termination charges by mobile operators in East Africa.

Kenya's ICT Cabinet Secretary Fred Matiang'i said that taxes levied on
international calls by the three countries had increased the cost of
doing business in the region.

The ICT ministers from the three countries and South Sudan met in
December in Nairobi and formed national technical committees to review
taxes charged on calls, with a view to introducing common calling
rates in the region.

Roaming and international calling charges in East Africa remain higher
than those in Asia and Europe despite the pursuit of economic and
political integration.

East African countries, apart from Kenya, have introduced specific
taxes on international calls within the region.

In June, Uganda introduced a Ksh7 ($0.08) levy, Tanzania charges Ksh10
($0.11), Rwanda Ksh9 ($0.10) and Burundi Ksh13 ($0.15). This means any
calls made by a Kenyan, when roaming or directly from Kenya are
subjected to the taxes.

The levies have made it more expensive to call Uganda or Rwanda
compared with calling the US or India. Safaricom charges Ksh27.50
($0.32) for calls to the two neighbouring countries compared with Ksh3
($0.035) to India.

This situation is replicated in the Telkom Kenya network where calls
to the UK cost as little as Ksh2 ($0.023) per minute while calling
Uganda costs at least Ksh18 ($0.21) per minute.
