Cher Tatien,

Les autorités espagnoles ont des preuves qu'il était le commanditaire.  Il doit donc bien préparer sa défense par rapport à cela pour démontrer qu'il n'a jamais fait partie de l'équipe FPR /APR qui a décidé de tuer ces citoyens espagnols.

En plus,il doit se battre contre le principe de la responsabilité du supérieur hiérarchique vu que ceux qui ont assassiné ces espagnols étaient ses subalternes.

Yes, he will have to report to police every day and will have to live either at the Rwandan High Commissioner's home or in a house rented by the Rwandan embassy. He has also surrendered his passport. This is the next best thing, other than keeping him in the high security prison where he was.
