Reliable Sources within the State department reveals the commitment of the US Government to apprehend fugitives who are still at large ,reasons as why they have reached to an extent of offering $5 million reward to any one who will lead to the arrest of those fugitives who committed crimes against humanity including ten Rwandans and three Ugandans.
Whoever will lead to arrest of these fugitives will receive a reward from what the US Department of State in what it called the "long-standing War Crimes Rewards Program".
Sources also reveal to Umuvugizi that this is the reasons as why the U.S. Ambassador-At-Large for War Crimes Issues Stephen J. Rapp was in Kigali on Friday this week to discuss the designation of these fugitives with key Rwandan Judicial official and Members of the Press.
Under this program the Department of State offers rewards of up to $5 million for information leading to the arrest, transfer, or conviction of nine fugitives from the International Criminal Tribunal for Rwanda (ICTR), six of whom will be brought to justice in the Rwandan national justice system if they are apprehended.
The six individuals whose cases have been transferred to Rwanda are Fulgence Kayishema, Pheneas Munyarugarama, Aloys Ndimbati,Ladislas Ntaganzwa, Charles Ryandikayo, and Charles Sikubwabo.
The remaining three, includes business tycoon Felicien Kabuga, Protais Mpiranya, and Augustin Bizimana, will be tried in Arusha if they are apprehended.
Among others fugitives hunted by the Office of Global Criminal Justice at the U.S. Department of State due to different crimes they committed against humanity, reasons as why the US Department of state is determined to apprehend them to justices so that non of these men should enjoy impunity, are leader ofthe Democratic Forces for the Liberation of Rwanda (FDLR), ), Sylvestre Mudacumura, as well as the three top leaders of the Lord's Resistance Army(LRA) who are known of having brutally assassinated civilians of northern Uganda and Central African Republic are Joseph Kony, Okot Odhiambo, and Dominic Ongwen .
Umuvugizi has also managed to establish that the War Crimes Rewards Program is managed by the Office of Global Criminal Justice at the U.S. Department of State. In the past two years alone, they have made 14 payments at an average of about $400,000 per person, with the largest payment being $2 million.
Any individual is eligible to receive a reward, with the exception of U.S. officials (including federal, state, or local) or foreign government officials (including UN peacekeepers, military, or police) who furnish information in the performance of their official duties, and the designated individuals themselves. The Program does not offer a dead or alive bounty. Rewards are only paid after the arrest, transfer, or conviction of the designated individual occurs.
Tips regarding any individual designated by the WCRP can be submitted confidentially to the United States via the toll-free telephone number 1-800-877-3927, or overseas by contacting a local U.S. embassy.
Sources within the US Government ensures complete confidentiality to individuals who provide information on war criminals, and, if participation in the program entails significant risk to the individuals, will consider additional protective measures .
