"Population was reduced with the 1994 drama. From 1995, the large numbers of long-term Tutsi refugees returned from Uganda [and elsewhere]. Many of these refugees settled in Kigali and other urban areas, due to difficulty in obtaining land in other parts of the country. This phenomenon, coupled with a high birth rate and increased rural-to-urban migration, meant that Kigali reattained its previous population quite quickly and began to grow even more rapidly than before. The population exceeded 600,000 in 2002, and in the 2012 census had reached 1.13 million, with the boundaries of the city expanded (WP3 team members, 2013)"
