Doha Negotiations: Why the DRC Must Refuse the Ceasefire and the Release of Prisoners


The Doha negotiations, presented as a decisive step towards restoring peace in the eastern Democratic Republic of Congo (DRC), once again revolve around two central proposals: a ceasefire between the Congolese Armed Forces (FARDC), the Wazalendo self-defence groups and the March 23 Movement (M23), and the release of prisoners associated with the latter. For international mediators and certain foreign partners, these measures appear reasonable, aimed at reducing the intensity of the fighting and creating a climate conducive to dialogue.

Yet a closer examination of the situation demonstrates that these proposals pose major threats to the sovereignty, security, and stability of the DRC. The country's recent history, the painful lessons of previous agreements, and the well-established strategies of its adversaries all show that conceding on these points would mean repeating the same mistakes that have allowed Rwanda and its proxy armed groups to sustain destabilising ambitions. Refusing these conditions is not an act of obstinacy, but a strategic imperative for an embattled state.

Les négociations de Doha, présentées comme une étape décisive pour ramener la paix dans l'Est de la République Démocratique du Congo (RDC), reposent une fois encore sur deux propositions phares : un cessez-le-feu entre les Forces armées de la RDC (FARDC), les groupes d'autodéfense Wazalendo et le Mouvement du 23 mars (M23), ainsi que la libération des prisonniers liés à ce dernier. Pour les médiateurs internationaux et certains partenaires étrangers, ces mesures apparaissent comme des solutions raisonnables afin de réduire l'intensité des combats et d'instaurer un climat propice au dialogue.

Cependant, une lecture attentive de la situation démontre que ces propositions constituent de véritables menaces pour la souveraineté, la sécurité et la stabilité de la RDC. L'histoire récente de ce pays, l'expérience douloureuse de précédents accords, ainsi que la stratégie bien connue de ses adversaires, montrent clairement que céder sur ces points reviendrait à reproduire les mêmes erreurs qui ont permis au Rwanda et à ses groupes armés satellites de poursuivre leurs ambitions déstabilisatrices. Refuser ces conditions n'est pas une marque d'intransigeance, mais un impératif stratégique.
