France – Rwanda : énième couac diplomatique

Après trois ans à son poste, Michel Flesch, l'ambassadeur de France à Kigali, s'apprête à faire valoir ses droits à la retraite et quittera la capitale rwandaise le 30 septembre. 

Signe que les relations entre les deux pays demeurent tendues, son successeur n'a pas encore été nommé. Il y a plus de quatre mois, le ministère français des Affaires étrangères a proposé à Kigali le nom de Fred Constant. Ce diplomate né à la Martinique est actuellement ambassadeur délégué à la coopération régionale pour les Antilles et la Guyane.

Mais Paris attend toujours l'agrément des autorités rwandaises. Il n'y aura donc pas de passation de témoin en bonne et due forme à l'ambassade. Celle-ci sera provisoirement gérée par un chargé d'affaires en la personne du premier conseiller, Xavier Verjus-Renard.
