Dear Liza,  what do you want people to retain from DFID after reading all ten comments,  especially those of Abdulkarim Ali and Etienne Mutabazi ( see in the link you provided)? 

Please be aware there has been, since long time, such cooperation (bilateral aid), but  with limited results in Africa. And also, no one has lastingly worn by going against world powers as advised Amour. 

Rwandese agree for investment, but after sound check of positive and negative elements. A very good example is these scientists who fought through sound analyses and data for saving Nyungwe against destruction in order to establish returnees. Rwanda new power was seeing high interests in eliminating Nyungwe forest as well as Akagera and volcano parks at that time. And of course current products are proving scientists very right in their won battle! 

God bless some countries (Switzerland, USA, etc.) who supported the scientists.
