Et pourquoi les États-Unis ont-ils dû le rappeler au Conseil de sécurité des Nations unies

Lors de la dernière réunion du Conseil de sécurité des Nations unies consacrée à la situation dans l'est de la République démocratique du Congo (RDC), une déclaration des États-Unis a surpris de nombreux observateurs : Washington a rappelé que la RDC a pleinement le droit de se défendre, y compris en recevant une assistance militaire du Burundi ou d'autres pays partenaires.[1]

Cette déclaration, pourtant conforme au droit international, soulève une question fondamentale et troublante : pourquoi la RDC semblait-elle hésiter, voire ignorer, ce droit élémentaire à la légitime défense ?

Cette situation n'est ni anodine ni purement diplomatique. Elle révèle des failles profondes dans la stratégie politique, juridique et diplomatique de la RDC face à une agression persistante dans l'est du pays.

At the latest United Nations Security Council meeting on the situation in eastern Democratic Republic of Congo (DRC), a statement from the United States surprised many observers: Washington reminded that the DRC has full right to defend itself, including by receiving military assistance from Burundi or other partner countries.[1]

This statement, though consistent with international law, raises a fundamental and troubling question: why did the DRC seem to hesitate, or even ignore, this elementary right to self-defence?

This situation is neither trivial nor purely diplomatic. It reveals deep flaws in the DRC's political, legal and diplomatic strategy in the face of persistent aggression in the east of the country.
